In Vienna Wednesday, U.S. Ambassador Gregory Schulte said the report from the International Atomic Energy Agency (IAEA) makes clear that Iran has failed to meet demands to stop all uranium enrichment work. The United States wants the Security Council to impose sanctions on Tehran for allegedly violating the Nuclear Non-Proliferation Treaty.

Schulte said Iran had a full month to meet the IAEA demands, but failed to meet a single one.

Earlier, U.S. diplomats told the IAEA board that the time has come for the Security Council to take action against Iran, which resumed enriching uranium last month despite IAEA objections.

Iran responded by threatening the United States with "harm and pain" for bringing its case to the Security Council.

Both the United States and the European Union say Iran has not been forthright about its nuclear ambitions. The Bush administration has accused Tehran of secret efforts to build an atomic bomb. Iran says its nuclear program is aimed at developing electricity.

In Tehran Wednesday, President Mahmoud Ahmadinejad said his nation is making full use of nuclear energy for peaceful purposes. He said the world will have to yield to Iran's decision.
