The Joint Strategic Target Planning Staff was created. Composed of representatives of all branches of service, it was charged with the task of preparing and maintaining a National Strategic Target List and a Single Integrated Operational Plan which would commit specific weapon systems to the various targets to be attacked in the event of war.
